Gaits - the God given talents of the horse Impulsion- Can he do it? Submission-Will he do it? RIder-How is the rider doing it?
To get more detailed:
Gaits - Once you look at the soundness and purtiy ( 2-beat trot, 3 beat canter etc) plus the quality looks at reach, scope and elasticity.
Impulsion -DESIRE to move forward is the most important then you look at suppleness of the back which is closely related to elasticity in general and elasticity of the steps which is related to suppleness of the back
Submission - looking for obedience, throughness/connection, accepting the aids
Rider - looking for a classical and effective seat - a picture of a quiet rider with nearly invisible aids
Remember that in each movement all of these considerations are taking place for instance as you ride a 20 meter circle - the judge is mentally thinking is the gait pure and sound?, is the impulsion sufficient for the level?, is the submission sufficient for the level?
Always as with any question it is always helpful to go to the USDF rule book and read exactly what the judge is required to look at.
